Project Introduction

The City of South St. Paul is preparing for the reconstruction of 5th Avenue South, from Southview Boulevard to I-494. This approximately one mile stretch of roadway is in need of reconstruction to address the following issues:

  • Concrete roadway is 50 years old and nearing end of its useful life
  • Curb & gutter is in need of replacement
  • Water main upgrades are needed to improve system-wide pressure and service
  • Storm sewer upgrades are needed

Additional goals of the project include:

  • Improving pedestrian facilities
  • Adding pedestrian level lighting, if feasible
  • Potentially reduce pavement width to reduce stormwater costs and increase boulevards
  • Evaluating and increasing intersection safety and current traffic control measures
  • Evaluating other traffic calming measures
  • Meeting Municipal State Aid roadway standards
  • Creating a quieter street with asphalt pavement instead of concrete

Project Schedule

  • Project Kick Off & Data Collection – October to December 2017
  • Preliminary Design to 30% – January to April 2018
  • Public Open House 1 – January or February 2018
  • Preliminary Design to 60% - May to September 2018
  • Public Open House 2 – Summer 2018
  • Final Design & Permits – Fall and Winter 2018
  • Public Open House 3 – Winter 2018
  • Construction - 2019
